265.977           Pre-authorization/Certification Binding Primary and Secondary Payers:

MSSNY will initiate legislative or regulatory efforts to enable the pre-certification of the primary insurance company to be binding on all secondary payers regardless of whether Coordination of Benefits or other supplementary medigap-type coverage is involved.  If there is no Pre-Certification required by primary insurers, then secondary payers must honor their financial obligations.
